Pridday has 20 years of prefessional experience in marketing, advertising, public relations, fundraising and special events. She is an active member of the Detroit Lakes Chamber of Commerce and the DL Kiwanis Club and is a volunteer with the Humane Society and Lakes Crisis & Resource Center.

Pridday and her husband own several businesses in Detroit Lakes.

Alexandria rated highest retail "pull factor" in state

An analysis compiled by the U of M Extension Service shows that Alexandria has the highest retail sales "pull factor" in the state. That shows how much draw a community has bringing in people to shop. The study demonstrated a pull factor of 4.36, which means Alexandria has 4.36 times the annual statewide average retail sales per capita.

DEED awards nearly $16 million for small city projects

The Minnesota Dept. of Employment and Economic Development (DEED) has awarded 39 grants totaling more than $15.9 million to hlep pay for improvements for housing, commercial property and infrastructure in Greater Minnesota.

West central Minnesota communities that have received grants include:

Ashby, $351,600, to rehabilitate 15 owner-occupied houses to benefit Ashby and Wendell.

Glenwood, $505,570, to rehabilitate 15 owner-occupied houses, 10 rental units and eight commercial buildings to benefit the cities of Glenwood, Sedan and Evansville and Polk and Douglas counties.

Hancock and Morris, $288,170, to rehabilitate 10 owner-occupied houses.
Parkers Prairie, $389,121, to rehabilitate 16 owner-occupied houses to benefit Parkers Prairie and Deer Creek.

Officials break ground for Browns Valley Floodway Diversion Project - Saturday, May 26, local and state officials helped break ground for the new floodway diversion on the Little Minnesota River. In 2007, a flood devastated part of Browns Valley. The city and the local watershed district worked with many state and national organizations to develop a flood control plan. Mayor Jeff Backer personally thanked West Central Initiative for providing the funds to organize the recovery effort back in 2007.

Traverse County's jobless rate falls during April - For the first time since last October, the unemployment rate fell, from 9.3 percent in March to 7.5 percent in April. Thirty less people were unemployment in the county. The jobless rate also fell below state and national averages for the first time this year.

Bids accepted for sewer rehabilitation and lift station and force main project - The city of Wheaton accepted bids for two major projects in the city. Officials are hoping construction will start mid-June. The bids came in lower than expected.

New wastewater technology could help clean up lakes

SJE-Rhombus, Detroit Lakes, has a new treatement system that could be the next great thing for the health of Minnesota Lakes. The compact system takes wastewater and turns it into water nearly clean enough to drink.

The new system uses a form of ceramic filters that provides microfiltration down to .2 microns (about 1,000 times smaller than a human hair). It also requires a much smaller space--about 200 square feet compared to about 4,000 square feet needed to handle 10,000 gallons a day under old technology. The filters also last about 20 years, three to four times longer than conventional filters.

The new technology has implications for water-scarce parts of the world, in that it would essentially allow water to be continually reused.

Minnesota manufactureres buoyed by new state investment in Growth Acceleration Program

Enterprise Minnesota’s highly popular Growth Acceleration Program (GAP) received a significant shot in the arm this week when Governor Tim Pawlenty signed into law the legislature’s appropriation of $1 million for the program.

GAP is a matching grant that enables small manufacturers to access business improvement services. First funded in 2007 with one-time funding of $750,000, GAP has since helped more than 80 Minnesota manufacturers realize a $15 return for every $1 spent by GAP. Some companies realized as much as a $40 to $1 return on GAP.
"Clearly this is a program that works,” said Bob Kill, president & CEO of Enterprise Minnesota. “The outcome of this action will be job security at a time when Minnesotans need it. GAP is a tremendous resource for the Minnesota communities and employees that depend on the economic security that these manufacturers provide.”

“At a time when the state has limited resources, we try to focus on programs that can demonstrate effects that create jobs,” said Minnesota State Senator Kathy Saltzman (Woodbury). “GAP is an excellent example of what seems like a small investment producing huge results.”

The newly funded GAP program includes a three-to-one match for companies with fewer than 50 employees, a one-to-one match for those with 50 to 100 employees, and a one-to-three match for companies with more than 100 but fewer than 250 employees.

MN communities encouraged to apply as "Shovel Ready" site

DEED is encouraging Minnesota communities to apply for the state's new Shovel Ready Site Certification Program to facilitate the attraction of new business and industry.

The new program makes the site-selection process easier, faster and more predictable for companies looking to grow in Minnesota, said DEED Commissioner Dan McElroy.

The term "shovel ready" refers to commercial and industrial sites that have had all of the planning, zoning, surveys, title work, environmental studies, soils analysis and public infrastructure engineering completed prior to offering the site for sale.

The latest Job Vacancy Survey from DEED shows that in west central Minnesota there are 6,700 unemployed workers competing for only 1,3200 unfilled jobs. This means that job seekers outnumber job openings by more than 5 to 1 (Figures for job seekers and job opendings from fourth quarter 2008).

Other findings include:

60 percent of all openings are part time.
Only 45 percent of openings offer health care.
27 percent require education or training beyond high school.

Rural Development seeking apps for water, sewer, storm water infrastructure financing

USDA Rural Development is accepting applications for its 2009 funding cycle for water, sewer and storm water infrastructure financing.

All public bodies, Indian tribes and non-profits with a service area of 10,000 of less qualify for funding. Eaxmples of eligible projects include water towers, water treatment plants, sewage treatment plants, pipes, treatment ponds and storm water systems. Funding is available through grants, direct loans and loan guarantees through traditional lenders.

Ethanol backers say they can add jobs

Minnesota's ethanol industry could help produce jobs in a time they are most needed, agriculture supporters told the state's Senate agriculture committee Feb. 19.

Senators heard concerns that they should not cut off subsidies paid to ethanol production plants as they seek ways to balance the state budget. Ethanol supporters credit the funding with launching their industry, among the strongest in any state. Gov. Tim Pawlenty earlier targeted the program for cuts.

The ethanol industry had been quite profitable, but in recent months those profits have dried up.

Manufacturing outlook: shaky but optimistic

While a majority of Minnesota manufacturers say they expect the recession to last through 2009, even more say they are confident in their company's ability to weather the economic slump. This is according to a December survey of 400 manufacturing executives from across the state.

Minnesota cut 2,900 manufacturing jobs in December, and lost 15,600 jobs throughout 2008. Around Alexandria, a lack of business has also forced some manufacturers to temporarily cut back on production and, in some cases, workers, but despite the difficulties many say they remain optimistic.

Bremer Emergency Fund offers financial assistance during difficult economic times

The Otto Bremer Foundation and Bremer Bank joined forces to set up the Bremer Emergency Fund in order to offer a direct financial response to current economic challenges. In January, grants were given to 81 community organizations in Minnesota, North Dakota and Wisconsin.

In west central Minnesota, organizations receiving grant assistance included the Otter Tail-Wadena Community Action, The Salvation Army in several communities, and the West Central Minnesota Communities Action.

State economist makes it official: We're in a recession

State economist Tom Stinson recently gave a "state of the economy" presentation for the Minnesota Budget Project (an initiative of the Minnesota Council of Nonprofits).

Here are the highlights from his talk:

We are in a recession. Expect la oss of 55,000 jobs in Minnesota in 2009, across all sectors.
FY 2010-11 revenues are down $3.3 billion from end-of-session estimates back in May.
Watch job growth for signs of an economic recovery. National monthly job growth of 150,000 jobs indicates “normal” growth.
Some good news: Minnesota was recently able to sell $300 million worth of bonds. We couldn’t have done that in October.
The federal economic recovery package could be helpful in the short-term, and provide an estimated several hundred million dollars to the state in FY 2009 and something in the ballpark of $600 million in FY 2010-11.

Area businesses are saying "Let it snow ... and snow, and snow"

The near-30 inches of snowfall received last month may have residents grumbling about all the shoveling, but snowmobile retailers couldn't be happier.

"The overall impact has been very good," said Charlie Okeson of Okeson Off-Trail Sales. "It's not necessarily just sled sales, it's every aspect of our business--parts, labor, service, clothing."

The DL Regional Chamber of Commerce reports many people stopping in to look for snowmobile trail maps. Lower gas prices have encouraged snowmobilers to take longer trips than at this time last year.

Sales of snowplows and snow removal equipment has also gone up.

Hoffman's Main Street Galleria a small business incubator

There's a bit of a renaissance going on in downtown Hoffman. After several businesses closed in the past four years, the town now has a new appliance store, the newly opened Hoffman Mall with a health care center, second hand store and library, and now the Main Street Galleria, an incubator for small businesses. The galleria offers a low-risk environment for businesses to co-op costs for the building, infrastructure, advertising and staff time.

Currently there are 18 small businesses that operate out of Main Street Galleria. They rent space by the foot and pay for it in cash of volunteer hours by helping run the central cash register and assisting customers. There's quilting and scrapbooking stores, a coffee shop and an Internet kiosk, a gift shop and dollar store, plus even a carpet and flooring remnant outlet run by the former owner of the building. Plus a lot more.

The idea for the business incubator came from the Hoffman Economic Development Authority (HEDA). It was patterned after other such ventures, including a successful Wadena mall that graduated five businesses into their own locations, revitalizing that city's downtown.

Changes to JOBZ program aimed at improving oversight

Minnesota DEED has announced changes that officials say will improve oversight of the Job Opportunity Building Zone (JOBZ) program.

The changes include:

All new JOBZ applications will be reviewed by DEED officials. A new application have been developed for use by local governments and/or subzone administrators.
A new evaluation process has been developed to determine if a proposed project is eligible for the JOBZ tax benefits.
A new mandatory Business Subsidy Agreement (BSA) template is available.
Businesses that are new to JOBZ will be required to report on the number of jobs created and wages paid two years after their program anniversary date.
Businesses that are relocating their operations into a JOBZ site must report on jobs and wages one year after they begin operations.
A business that meets most but not all of the goals of its BSA can remain in the program if DEED, the local government and the business agree on a new set of goals.

DEED announces Minnesota Investment Fund-Biomass Heating Program

The Minnesota Department of Employment and Economic Development (DEED) is pleased to announce the availability of the Minnesota Investment Fund (MIF) Biomass Heating Program.

This program provides grants and loans to local units of government for the installation of biomass heating projects in publicly owned facilities. The funding award limit is $250,000, with a required minimum local match of 1 to 1. A total of $1 million will be awarded.

Applications for funding will be accepted until April 30, 2009, or until all funds are committed, whichever is sooner.

Several White Earth members graduate from first TOT program

Twelve graduates comprised the first class to complete the Transportation Opportunity Training (TOT) program created by MnDOT's Office of Civil Rights, the White Earth Indian Reservation and several other partners.

The classes were held at MSCTC-Detroit Lakes.

During the training, the students studied math, reading comprehension, conflict resolution and other skills. They also learned truck driving skills and met other requirements to obtain a commercial driver's license.

This program increases the diversity of the hiring pool in the region and will help contractors meet federal and state goals for employing women and minority group members on federally funded construction projects.

Stevens County business growth slow but housing okay

Stevens County Economic Improvement Commission Executive Director Michael Haynes reported slow growth overall for area businesses in the third quarter of 2008, but he said there was no loss of value in Stevens County's housing market.

He reported the Morris Industrial Park is currently full but that there are 40-60 acres available for future expansion.

He also talked about the county's Corn Stalk Gasification Plant project--the first of its kind in the country. The proposed project would convert corn stalks or similar material to natural gas and transmit the gas to customers through the existing natural gas pipeline system.

Carpenter training center to be built

Perham wins $30,000 'cash prize' from EDA

Perham is one of only a handful of Minnesota cities to earn a performance award from the Economic Development Administration. Perham received $30,000.

The EDA Planning Performance Awards recognize EDA investment recipients for projects that demonstrate outstanding collaboration and effectiveness in the planning phase. Awardees must use the money to increase the EDA's share of the cost of an EDA-funded project, which decreases the dollar amount of the local match. It can be applied to future projects.

MSCTC-DL is looking for "angels" to grow new business

The Minnesota State Community and Technical College-Detroit Lakes is looking for investors and innovators to help prospective business owners come up with initial funding. This is part of the college's Business & Entrepreneurial Services program launched last fall.

One way to provide funds is through angel investing, where a group of individuals pool their money to fund new companies.

Unlike venture capital, angel investing deals with much smaller amounts of money to help turn an idea into reality.

Local entrepreneur Ed Gehrke said angel investing is unique because most ventures are expected to fail. By pooling their money together into several businesses, investors hope to find a diamond.

On Oct. 3, the college will present the fourth segment of its Entrepreneurship Speakers Series. The speakers are MBA students from UND who will talk specifically about angel investing.

Lakes Technology Group to open in Battle Lake

Breckenridge working to upgrade sewer system/add storm water utility

The Breckenridge City Council received approval for a low-interest clean water loan of more than $1.5 million by the Minnesota Public Facilities Authority (PFA). The loan will be used to finance the expansion and upgrade of a sewer facility lcoated two miles northeast of the city.

The city council also approved a proposal to implement a storm water utility. The new utility wis inteneded to generate revenue and offset expenses incurred by storm water in the city.

1,700 jobs added in May, but unemployment grows

Minnesota employers added 1,700 jobs in May, accoridng to figures released by the Minnesota Dept. of Employment and Economic Development (DEED).

The state remained ahead of the U.S> pace for employment growth in the part year, expanding by 0.3 percent or 7,170 jobs since May 2007. The U.S. over-the-year growth rate was 0.1 percent during that period.

The unemployment rate grew .6 percent to a rate of 5.4 percent in May even while the state was adding jobs because the two categories are derived from different statistical information. The rate reflects 12,000 jobs in Minensota lost in April.

"Although the economy continues to present challenges, Minensota is performing better in many sectors thatn the country as a whole," said DEED Commissioner Dan McElroy.

West Central expansion complete

Pelican Rapids' largest employer, West Central Turkeys, just completed its 120,000 square foot addition. While some of the new space is already in use, part of the area is waiting to be grown into.

"With the addition we have been able to streamline our operations, which in turn has made us more cost effective and more competitive in the marketplace," said Plant Manager Don Cole.

West Central utilized the JOBZ program and will benefit from some tax breaks. One of the contingencies of JOBZ is the plant had to guarantee at least 75 new jobs for a marked period of time.

Outlook for small-scale power looks good

The potential to hook up small-scale wind and renewable energy projects on the electrical distribution system within Minnesota may be even better thatn a recent state study suggests.

The first phase of the dispersed renewable generation study for the Department of Commerce required identifying where 600 megawatts of electricity could be added to the low-voltage distribution system at no additional cost. The study found that 393 substations (out of 2,253 in the state) could handle additional electrical loads.

The study has already generated lots of interest by proponents of community-based power projects in the state. It offers them an opportunity to put their power on the grid without large expenses associated with adding power to the high-voltage transmission system. It also avoid the time consuming and costly process of obtaining authorization from the Midwest Independent System Operator.

The Department of Commerce is now identifying another 600 megawatts of power as part of the study's second phase.

Free paint available through waste center

Since 1994, the Otter Tail County Household Hazardous Waste Center has recycled paint containers and saved the paint for the public. The center also serves Wilkin, Stevens, Grant, Traverse counties.

Each year the center gives away about 20,000 pounds of paint, which saves about $45,000 a year in disposal costs.

If you're interested in free paint, the center is open for pick up from 9 a.m. to 3 p.m. Thursdays and the second Saturday of the month. The service is offered May through September.

Renewable, green ... and it's blowin' in the wind

Investment in renewable energy is a worldwide tend, as well as in the East Otter Tail farm and lake country.

In New York Mills, a local firm, Residential Wind Power, Inc., is selling and installing wind energy systems designed fore the home and property owner.

In Edna Township, a hog producer is installing a unit from Fergus Falls-based Vinco with enough capacity to power most of the electrical demand in a 1,100 hog barn.

A local hobby farm owner installed a windmill and generator that are producing about 650 kilowatts per month. The farm needs 500 kw of electricity a month, and can sell back the remaining 150 to the power company.

As part of its continuing focus on residential development, the Barnesville Economic Development Authority (EDA) will be sponsoring a citywide real estate open house Sunday, July 13, from 1-4:30- p.m. in conjunction with the Clay County Fair. Organizers hope every home in the area on the market will be open during that time, including "for sale by owner" homes.

To promote the event, the EDA is planning an aggressive advertsing campaign in the Fargo-Moorhead area. Maps showing the location, description and price of each of the open houses will be distributed free at local merchants.

In the past, the citywide real estate open house has been well attended and has resulted in the sales of several homes each year the event was held.

College gives students an inside look at manufacturing and transportation careers

Recent research from the University of Minnesota and other land grant universities across the U.S. has found that salary is not what is most valued by low-income, rural women when they are looking for jobs. Instead, they want a job that is flexible with their time schedules, and understanding with issues of transportation and childcare.

By increasing flexibility in the workplace, employers would be able to attract and retain more workers. Decreasing turnover means that employees have more time to learn the skills necessary to become proficient. Increasing felxibility can be as easy as allowing job sharaing, flex-time, part-time employment or home-based employment.

New Horizons to build 'mega' fertilizer plant in Herman

After a year and a half of conversation and negotiations, New Horizons has broke ground on a new 'mega' fertilizer plant on the outskirts of Herman, Minn. Construction on the 57-acre site should begin soon, and is expected to be completed by this fall. According to New Horizons general manager Jerry Kramer, the plant will hold 31,000 tons of fertilizer and use the existing railroad tacke that the company uses for loading unit trains.

"This new project will be a win for patrons of New Horizons Ag Services, the city of Herman, and Grant County as well," Kramer said.

"There will be eight new or retained jobs here in town and the plant will increase the city's market valude by 10 to 12 percent," said Dan Ellison, Herman EDA member. "Using the multiplier [the total economic impact when the same dollars get passed back and forth among businesses], about @1.2 million will go into the community."

A riverfront park that joins Breckenridge and Wahpeton is coming closer to fruition. City officials gathered in April and offered final approval of the plan by Lightowler Johnson Associates and the Leonard Atelier Group, both in Fargo.

Aimed at highlighting the park areas and boosting recreation, the plan includes more pedestrian trails, a kayaking loop and turf set aside for Frisbee golf.

A main concern is the Dakota Avenue bridge, the main connection point between the two states. Already narrow for its four lands or traffic, engineers recommend removing or replacing it or adding a pedestrian bridge beside the current structure.

Counties received grants for mental health crisis teams

Traverse County is part of two successful grant proposals to improve the response to mental health crisis services in west central Minnesota.

Under the plan, five counties will receive a total of $664,000 to set up mobile crisis reponse teams to help adults and children, as well as add prevention and stabilization services. About $114,000 of the funding is for start-up costs, including, hopefully, monies to hire a coordinator to help get the project off the ground.

It is anticipated that 100 call-outs will be for children.

Mental health professionals and practitioners will be recruited from the existing community partners.

The counties are Douglas, Grant, Pope, Stevens and Traverse.

The 2007 Job Opportunity Building Zone Initiative (JOBZ) annual report is now available online.

JOBZ officials report that the program has created more than 5,400 full-time jobs since the program began in 2004. the report also shows that 339 companies--two-thirds of them in manufacturing--had participated in the program through the end of 2007.

JOBZ offers tax-free incentives to relocating or expanding businesses in an effort to stimulate the economy in eligible rural areas.

The Lakes and Prairies Child Care Resource and Referral, Fergus Falls, is offering grants for unlicensed child care providers who want to purchase items for the children they care for.

Caregivers can purchase $400 worth of cribs, saftely items and age-appropriate toys or books.

"The number one predictor of population growth ... is the presence of or proximity to water ... The number one predictor of population decline between 1990 and 2000 is reliance on agriculture; the second is reliance on manufacturing."

Hospital helps save MSCTC lab program

A popular medical program at Minnesota State Community and Technical College - Fergus Falls will not be a victim of the chopping block.

The Lake Region Hospital Foundation has stepped up to finance budget shortfalls for the program, which was slated to be eliminated in 2009.

The hospital foundation’s contribution will keep the program running for at least two years, said Steve Guttormson, director of public relations for the college.

The Fergus Falls community played a major role in saving the program, Guttormson said.

Following a community meeting at MSCTC on January 4, a task force was formed to identify possible alternatives to closing the program. From that meeting the Lake Region Hospital Foundation became a player in the program’s future.

Elbow Lake says no to utility improvements

The city of Elbow Lake will not move forward with a proposed underground utility and street improvement project following a public hearing at the city's community center Wednesday evening. The project, slated for Elbow Lake's west side, would have included an estimated $2.1 million in improvements to the city's sanitary sewer, watermain, streets and sidewalks.

For many of the residents in attendance, the project's financial burden was too large to ignore. Though the city would have covered $1.2 million of of the cost, assessed residents would have contributed the rest, with some property owners in the $20,000-$40,000 range.

Many communities talk about open communication between residents and city government, but Ashby takes extra steps to see that this takes place. A prime example is the Ashby City Council holding an open forum prior to each council meeting.

“People are invited to discuss their issues with two councilmembers at this meeting,” Ashby Mayor Tom Grover said. “The idea is to provide a better line of communication between the public and the council. This allows people to voice their concerns without having to attend a full council meeting.”

Congress last week approved a $2.6 billion Low-Income Home Energy Assistance Program package, however, funding for Minnesota stays near last year's rate of $77 million. That money is expected to run out by February.

Foreclosures in Greater Minnesota higher than expected

The wave of foreclosures swamping greater Minnesota may be twice as large as previously reported by national studies, housing officials heard at a recent GreaterMinnesota Foreclosure Crisis Summit in St. Cloud.

The new study quantified for the first time the number of actual sheriff sales of foreclosed properties county by county in Minnesota in 2006. It found a stunning 11,207 foreclosures statewide, nearly double the 5,995 reported in a national study conducted by RealtyTrac, a leading provider of real estate industry data, over the same period.

The study, which covered the 80 counties outside the Minneapolis-St. Paul metropolitan area (Greater Minnesota), was commissioned by Greater Minnesota Housing Fund and prepared by HousingLink, a Minneapolis-based research organization that providesinformation to housing organizations and policymakers.

A "high-performance workforce" is the number one factore for success, say 66 percent of Minnesota manufacturers that responded to a newly released DEED survey of the state's manufacturing firm.

The findings included:

Workforce shortages were highest for skilled production and scientist and engineering positions; lowest in low-skilled production and management and administration.
Collaboration with education is viewed as important in developing high-performing workers, yet when compared with national manfacturing respondents surveyed by NAM, Minnesota collaborated far less on educational activities.

Aging workforce challenges state and local economies

As more and more baby boomers retire, the competition in the workforce will increase. The next decade will see the slowest growth in workforce ever seen in Minnesota. Meanwhile, the number of high school graduates will peak in 2008 and go down from there.

State Demographer Tom Gillaspy and Minnesota Chief Economist Tom Stinson presented these facts and much more at Alexandria's second annual Manufacturers and Industries Breakfast.

The two outlined possible changes that may happen in the future:

An older retirement age.
Employers may want people to work longer to fill production needs.
Employees may need to work longer to meet personal financial needs.
The workforce will rely more on migration--people moving into areas that need to fill jobs, or because of events taking place in their previous area of residence (flood, famine, war, etc.).

Gillaspy and Stinson said the three new "Rs" for business success will be retention, recruitment and retraining of employees. Business can do this by:

Increasing worker education.
Increasing the health status of individuals (fewer sick/absent days means greater productivity).
Increasing productivity of workers.
Attracting additional workers.
Making the best use of individual workers.

Pope-Stevens jail talks called off

The Stevens County Commission voted 3-2 to discontinue further discussions and study with Pope County about a joint regional justice center, which would have included a shared jail, courthouse and dispatch. There is no holding facility. Pope County will begin to explore other avenues to solve their problems.

10 percent ethanol blends reaches 10th anniversary

Ten years ago this week, landmark legislation requiring a 10 percent blend of ethanol in virtually every gallon of gasoline sold in Minnesota went into effect. The miles stone was reached amongst virtually no fanfare, something renewable fuels advocates say underscores the incredible success of Minensota's ground breaking ethanol implementation.

Originally, ethanol was sold only in the winter months in the Twin Cities as a way to decrease carbon dioxide levels in accordance with the EPA air quality standards. The program was so successful it was extended to year-round in the Twin Cities, and eventually to a statewide requirement.

Dilworth's growth sector

A new Wal-Mart Supercenter is taking shape on a 26-acre Dilworth site just north of the current Wal-Mart store. The nearly 221,000-square-foot store, employing between 350 and 400 workers, is expected to open next spring. Ken Parke, Dilworth city administrator anticipates double to triple the property taxes that they will pay on this new supercenter.

The commercial section of Highway 10 in west Dilworth is about to get a little more crowded with a Fastenal store getting set to anchor a new 13,000-square-foot facility.

Fastenal, a distributor of industrial and construction supplies, will occupy 7,000 square feet of the building, which will be located near OfficeMax and Weivoda Carpet.

The remaining 6,000 square feet will be leased to as many as four retail or professional office tenants, said Dennis Parr, president of Bismarck-based Global Properties.

Governor Pawlenty announces SEED: Strategic Entrepreneurial Economic Development

Saying that small business is the backbone of Minnesota’s economy, Governor Tim Pawlenty today proposed a comprehensive new program to stimulate rural economic development. The initiative - Strategic Entrepreneurial Economic Development (SEED) – is designed to help strengthen communities and expand the small business base throughout Minnesota.

“Investing in small business will bring lasting value and economic growth to our entire state and especially rural communities that need it most,” Governor Pawlenty said. “Companies with fewer than 100 employees account for 97 percent of the state’s businesses and generate most new jobs. SEED will help new business, existing companies, and rural communities by providing a wide variety of economic development tools that can be matched to each situation.”

Fergus Falls businesses awarded value-added grants

Ag Enterprises, LLC, and Buffalo Meat Inc., both of Fergus Falls, have been awarded USDA Rural Development Value-Added Producer grants.

Otter Tail Ag Enterprises is currently constructing an ethanol plant, and will receive a $300,000 grant to expand the market for ethanol and distillers grains by producing and marketing 55 million gallons of ethanol and 175,000 tons of distiller’s grains per year.Buffalo Meat Inc. is the wholesale marketing company of Buffalo Pass Ranch, and also will receive a $300,000 grant to help offset the costs of expanding into direct sales of Minnesota buffalo meat. They will be expanding markets for bison products such as burger, sausage, steaks, roasts and jerky.Value-added producer grants may be used for planning activities and for working capital for marketing value-added agricultural products and for farm-based renewable energy. Eligible applicants are independent producers, farmer and rancher cooperatives, agricultural producer groups, and majority-controlled producer-based business ventures.

Stevens County Stewardship Initiative looking for leaders

The Stevens County Stewardship Initiative is calling for the county's five cities and 16 townships to come together to achieve their shared aspirations. The initiative was launched earlier this yea rby Stevens County commissioners Paul Watzke and Neal Hofland. A local steering group lead by Watzke is recruiting 15-20 Stevens County leaders to move the initiative forward. The group will think hard about where the region wants to be in 15-20 years and how to get there. "Our population is declining, our school enrollment is declining. If we don't do something now, what will our county look like 10 or 15 eyars down the road," said steering committee member Brad Fehr of Riverview Farms. In the end, the steering group says, the Stevens County Initiative is about builidng a vibran region for coming generations. "We want to retain our young people," Fehr said. "And as parents, we want opportunities for our kids."

Organic farmers and processors can receive a partial rebate for the cost of organic certification through a Minnesota Dept. of Agriculture (MDA) program.

Organic growers and processors who sell more than $5,000 of organic agricultural products are legally required to annually retain an accredited third-party certifier at their own expense.

Osakis industrial park gets many upgrades

Over the summer, Osakis' Richard Krough Industrial Park received $630,910 in improvements including water and sewer lines, curb and gutter, and a blacktopped road surface. The city also added a street extension and a water retention pond to the project.

More than 60,000 jobs in a wide variety of sectors were available statewide during the second quarter of this year, according to the Minnesota Job Vacancy Survey conducted by DEED. Of the 22 major occupational groups, severn saw increases in the number of job vacancies as compared to a year ago. "The availability of jobs involving computers and mathematics was especially strong," said DEED Commissioner Dan McElroy. "Opportunities there were up 75 percent over last year, which is a big gain considering that they are very well paying jobs."

The Minnesota Dept. of Agriculture (MDA) will award $150,000 in Sustainable Agriculture Demonstration Grants to help farmers, researchers and educators implement new sustainable farming systems. The 2007 Minnesota Legislature increased that amount by an additional $80,000.

Examples of eligible projects include fruit and vegetable production, conservation tillage and weed management, integrated pest management, livestock production, organic farming, alternative energy crop production and use of cover crops.

The Frazee City Council adopted an incentive program for those building new homes inside the city limits. The plan includes $1,200 in free services.

In Perham, the city council approved a detailed housing analysis to be conducted by a contracted research firm. More than 268 jobs have been created in Perham in just the past two years. But because of Perham's lack of a diversified housing inventory, from rental to homes at various price points, the town has not gained residents at the same pace.

New York Mills group pursues thrift store idea as part of community visioning

Tod Cameron, superintendent of schools in New York Mills, has been leading a community-based think tank to bring new ideas to New York Mills, and at the same time help fight poverty in the area.

A small group met to discuss the thrift store idea, which came about through an action forum held in April. At the forum a top-seven list of ideas was established and ranked by participants. The list:

Recruitment of businesses;
Mentoring program;
Thrift store;
Job counseling;
Community pride, trash pick-up;
School business;
Community newsletter, information center.

On Oct. 27 at 6 p.m., NY Mills and the University of Minnesota Extension Office, which oversees the Horizons program, will hold a strategic and visioning meeting. If 150-200 people attend, the town stands to receive $10,000 from Horizons to improve the community.

The contributions of rural America are often equated with abundant sources of food, a strong work ethic and close-knit communities. While we would like to keep these hearty images secured in our minds, the reality is that many rural communities face serious challenges, such as population loss, a declining local economic base and a lack of government resources.
Strategies to enhance rural America focus on local economic development, state engagement in education and infrastructure and federal support through farm bills, rural-development programs and other initiatives. But a new partner in building rural America is emerging, found in long-term, strategic, charitable investments of philanthropy.

This is a unique moment in time. Rural resources built up over the past generation are now being transferred to new locations. Community foundations across the United States have begun to develop programs to estimate and guide this transfer. For example, the Nebraska Community Foundation estimates that rural Nebraskans will leave $94 billion to their heirs through 2050. If Nebraska could direct just 5 percent of this generational transfer of wealth into philanthropy, it would see $4.7 billion of foundation assets ready to serve the state for years into the future.
